Yes, this is true. An "addictive personality" is not a fixed thing, but someone who is in a long-term state where their brain chemicals are severely depleted, or the sensitivity is off for some reason. During the Vietnam War, there were tens of thousands of soldiers who used drugs to escape the intolerable situation. Many articles were written about the epidemic of drug use that was poised to launch on the US when they came home. Except, once they were removed from that situation, the majority of them also stopped using drugs. That prompted the Canadian research into Rat Park, which showed that the fundamental assumption behind addiction studies -- that certain drugs were so inherently addictive that they could not be used safely -- was flawed. Those were just the best drugs for rats to self-medicate with. Once the rats were living in a rat paradise, with nature, toys, and other rats, it was IMPOSSIBLE for the researchers to get the rats addicted to anything. To prevent addiction, you don't need educational programs, interventions, or 12-step plans. You need to ensure your population's lives are so rich with meaning and interaction that any drug experience is less pleasant than their reality. Unfortunately, the governments have no idea how to do that (at least, US and Canada -- some, such as the Scandinavian countries, have a slightly better idea) so they just ignored the recommendations.
