Yeah, that's known as hijacking a thread -- when you couldn't care less about the original article, and just want to seize their platform to promote your own views. It's rude, troll behavior. I try not to do it. :-) (Can't say I always succeed... there have been a few times where an article triggered me, and I wrote a scathing reply, then, as I went to delete it, my cat "helpfully" hit publish. Fortunately, Medium lets you delete comments even after they're published.)
