We thought getting our existing cats to Nevis was hard. It's been IMPOSSIBLE to get kittens. We finally had to have a friend agree to buy them from the breeder, then keep them at his house for a month until they could have their Rabies titer (blood test to prove they have antibodies) taken, and the results sent to a USDA vet who could certify them for export to a Rabies-free island. Then we have to fly up and get them, and bring them home.
