Try the Microsoft Edge browser. It has a bunch of "accessibility" features, and the stars don't flicker at all on my screen. They're solid yellow.

I mean, yes, they SHOULD have tested it, but what they probably did was just use a flickering star emoji, and tested that the emoji displayed, figuring that the emojis themselves had previously been tested and approved. (Except, each system displays the emojis using different graphics...)
