There was an issue with this in Germany years back, with the VR game Second Life. According to German law at the time, if someone LOOKED LIKE a child, and there was a sexually explicit picture including them, that was child pornography, and you could be arrested. The problem was that people were wearing VR skins that made them look like little kids. Most of them were doing little-kid things, like skateboarding, or playing on slides and swings. But some were in the "adult" areas. There were all sorts of safeguards put in place for people from Germany.
