There aren't enough trucks and equipment to handle large outages ... they have to borrow from other communities. If the outage is big enough to impact those communities....
And they prioritize high population density and essential services, like hospitals. Those are rarely in poor areas. While high-end suburban neighborhoods rarely qualify for population density, they are often on the same circuit as hospitals, schools, or other areas first to come back.
