Or they could just be lazy. If they know they have to wear a mask when they get out of the car, and are making a bunch of stops, they don't want to bother with the taking it off/putting it on over and over.

I do the same thing running errands -- there's no point going outside, taking the mask off, then putting it back on two doors down.
