Oh, in the US it's definitely distasteful. The workers are surly, the instructions vary between incomplete and incomprehensible, resulting in having to complete paperwork AGAIN and stand in line AGAIN, and the offices are rarely kept at a reasonable temperature. So it's filled with angry, cranky customers who just want to do their business and get out. But who can't, because DMV won't let them...
