It might not be laziness. My brother was the project manager to get one ventilation system in one state building upgraded.

The new units were ordered, but nobody checked to see if the circuit breakers could handle the increased load. They couldn’t. Months to get a new circuit breaker ordered. (These aren’t like the panels in a house. They’re about the size of a restaurant refrigerator, and if they short out, can vaporize a person.) Then, to safely install them, the power company needs to turn off power to the block. Except, the power company is busy and short staffed, so it’ll be a few months to get to it.

The job was supposed to be finished in January. If they’re lucky, they might get it done by August.

Your state government may well be sitting on their hands. But for the states trying to fix things, since everyone else is doing it at the same time, there’s massive shortages of the equipment required. So they still can’t do it.
