Imagine an air conditioner, but in reverse. Instead of cooling the air, and blowing out heat, it heats the water, and blows out "waste cold". So it will keep the downstairs apartment cooled, as well. It will be installed by an open window, to draw in warm outside air, and blow the cold air into the apartment.
