I know, where we lived in Colorado, they only had one road scraper. So they'd schedule all of the streets that were going to be paved that year, and get them scraped down to the original layer. Then, the pavers would come in a few days or weeks to put down the new blacktop. Since the pavers could only work in good weather, their schedules rapidly got out of sync.
