Except "the sunset was beautiful" isn't passive voice. It's a simple declarative sentence.
"The sunset was admired by the hikers." is passive voice, because active voice would be "The hikers admired the sunset." If you can't flip the sentence around to put the subject first, it's probably declarative. And there's nothing wrong with that. As long as *everything* isn't simple declarative sentences.
