Congrats, Maryland. May the other states follow this trend. I firmly believe if cat owners knew the truth about this barbaric mutilation of their pets, they'd find another solution. Learning what type of scratcher your cat is (horizontal or vertical) and putting the appropriate scratchers near furniture, plus buying furniture that does not appeal for scratching, and keeping their nails trimmed will solve most issues.
