All I know is that there is a place called the “Spanish House” that my contact said was “across the street” from where you got made a citizen of Puerto Rico. It wasn’t enough to be a citizen of the US and a resident of Puerto Rico — you had to actually be a citizen of Puerto Rico. But from what my contact said, that was a formality after you’d been a resident for a sufficient amount of time. He certainly was not a native Puerto Rican.

So if you can find the “Spanish House”, maybe they can answer your question.
