After the floods in Binghamton, they were doing an analysis of why the damage was not where the plans indicated it would be. That's what they figured out. They were getting ready to start a whole new survey of the new flood plains when the second flood hit. I think they basically just superimposed a satellite image of the flooding from the two floods over the map, and called it a day.
